Provides for a fleet vehicle registration program (EG NO IMPACT See Note)

HB 781 amends Louisiana's vehicle registration statutes to establish a fleet vehicle registration program administered by the Department of Public Safety and Corrections, Office of Motor Vehicles. The bill modifies R.S. 47:508(A)(2), which currently requires commercial rental and leased vehicles to expire one year from issuance and be renewed annually, by creating an exemption allowing fleet vehicles to be registered under new R.S. 47:508.1. The new statute creates a comprehensive framework allowing entities owning or leasing ten or more vehicles to apply for registered fleet owner status and enroll their vehicles in either annual or biennial registration cycles. The program establishes proration mechanisms for vehicles added mid-cycle, with quarterly adjustments ranging from three-fourths of the annual fee for additions in the third quarter to one-fourth for additions in the fourth quarter, plus an additional full annual fee for mid-cycle additions to biennial registrations.

Fleet owners must meet several operational and compliance requirements to maintain their status. The director of the Office of Motor Vehicles may deny, suspend, or revoke fleet status for noncompliance including failure to maintain security, failure to remit fees and taxes, misuse of plates, or failure to provide records. Registered fleet owners must maintain proof of financial responsibility under the Motor Vehicle Safety Responsibility Law, comply with Louisiana safety inspection requirements, and retain records for at least five years. The program authorizes electronic data exchange for fleet registration updates, title submissions, and plate transfers, and allows the director to issue unique fleet license plates or validation devices that may be transferred among vehicles within the fleet subject to audit controls. Commercial rental vehicles within the fleet must be issued plates according to existing commercial plate classifications.

The fleet registration program operates within the existing statutory framework of Louisiana's motor vehicle registration and licensing system codified in Title 47 of the Louisiana Revised Statutes. The program coordinates with insurance requirements established in Title 22, particularly provisions governing motor vehicle rental company liability coverage allocations and definitions of motor vehicle rental insurers. Vehicles remain subject to all applicable license taxes and registration fees computed under existing plate-class schedules, though the director may authorize consolidated monthly remittance and reconciliation for efficiency. The director must adopt implementing rules through the Administrative Procedure Act and coordinate with the Division of Administration, Department of Revenue, and Louisiana Public Service Commission for regulated carriers as applicable. The legislation becomes effective January 1, 2027.
